IOI Commitment

The South Ketapang Landscape Initiative is directly linked to the Sustainable Palm Oil Policy that IOI Group adopted in 2016 and its specific commitments for the Ketapang Peatland Landscape in West Kalimantan, Indonesia:

“We will develop a plan for peatland management and protection for the landscape in and around our four Ketapang concessions in West Kalimantan, in partnership with the affected stakeholders, to ensure optimum outcomes. This will involve mapping all peat lands in our Ketapang concessions and developing and implementing a plan for peatland protection, and the restoration of peatland degraded by clearance or drainage or, where not possible, compensating an area of land equivalent to what has been degraded. We will develop and implement a fire prevention and rapid response program, consisting of active measures to prevent fires in IOI’s new developments and adjacent lands, and to respond rapidly to any fires if necessary. The peatland management plan will be an important factor in mitigating fire risk.”

Program

The South Ketapang Initiative was launched in October 2018 jointly with two partners, Aidenvironment and Global Environment Centre (GEC) with an overall, long-term goal of promoting sustainable economic growth without negative environmental consequences.

Activities under the Initiative are conducted at two levels and with the following specific objectives in mind:

  1. Sub-landscape: PT SNA (IOI’s Indonesian subsidiary) and neighbouring villages and industrial tree plantations working together on:
    • Protection of Conservation Areas, 
    • Village Development and, 
    • Fire Prevention and Control.
  2. Landscape (500,000 ha South Ketapang Landscape): a shared vision on sustainable development and conservation is developed and adopted by local government, communities, companies and civil society, who then work together to protect sensitive ecological areas in and around concessions and improve the welfare of local communities.


1. Sub-landscape

The main focus of the landscape level activities is on assisting neighbouring villages in the development and implementation of longer-term and more sustainable land-use plans for production and protection. This objective can only be achieved by all stakeholders – local government, PT SNA, adjacent tree plantations, NGOs - working together.
Fire prevention and control are another critical component of the activities on a sub-landscape level and it also calls for a coordinated action of all local stakeholders.

2. Landscape

The main focus here is to support the development of a joint vision on sustainable management of the South Ketapang Landscape and ensuring integration in the Green Growth policy of the Ketapang District. The vision was developed by Aidenvironment in close collaboration with communities, government, other companies and local and international civil society organizations. It includes aspects of sub-regional economic development, livelihood development, rehabilitation and protection of conservation areas, peat and watershed management and fire prevention and control.
The activities at landscape level seek to strengthen the governance systems across the landscape including:

  1. Work with - and strengthen - local government
  2. Work with - and strengthen - relevant provincial and national authorities including, but not limited to, KLHK, BKSDA, BRG
  3. Work in partnership with other companies across the landscape through task forces and common action
  4. Facilitate the engagement of local community throughout the landscape in protection and rehabilitation measures.
  5. Share experience and lessons learned among stakeholders in the landscape

Stakeholder Management Approach

By nature, all initiatives towards sustainable landscape management are broad and each stakeholder in the landscape will have its’ own rationale for participation in such a program. Such a rationale may be very different from one party to another; conservation organizations will have a different perspective than an Oil Palm plantation owner and this will be different again from the rationale of a local community. Any successful program therefore needs to strike a balance between the ‘rationale’ for each major stakeholder in the program.
